HSE Manager

Your scope of responsibility
- Manage and provide information during PSM and corporate auditing practices.
- Conduct root cause investigations.
- Manage the Structured Safety Process for site.
- Oversee Emergency Response Program with OCI Beaumont and Industrial Complex
- Manage process hazard analysis/hazops.
- Manages all external/internal HSE and PSM Audits
- Manage OSHA Voluntary Protection Program and continuous compliance.
- Manages Industrial Hygiene Program
- Manage Drug and Alcohol Testing Program
- Responsible for Management of Change (MOC) program and Incident Management system.
- Complete annual site HSE self-assessment.
- Observes workers and work practices to ensure that protective devices and safe work procedures are used.
- Initiates and ensures investigations of accidents and unsafe working conditions, compiling statistical data and providing remedial actions to achieve effective accident prevention and avoidance of losses.
- Acts as liaison with government agencies and serves as plant management representative in case of inquiries and inspections to correct deficiencies and to minimize citations and fines for noncompliance.
- Acts as plant liaison with inspectors of insurance carriers. Determines management's position on inspectors' recommendations and prepares written response accordingly.
- Keeps abreast of OSHA and corporate safety regulations and standards applicable to the plant.
- Communicates with and/or trains employees to the extent appropriate to achieve understanding.
- Maintains close follow-up with employees or family members of those employees who may have been seriously injured while at work.
- Manages Workers Compensation Claims
- Directly supervises the employees in the HSE Department. Carries out management responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include training employees; planning, assigning, and directing work; appraising performance; taking part in rewarding and disciplining employees; addressing complaints and resolving problems.
- Provide various HSE-related reports as needed.
- Supports HSE team as required in safety training, vendor management, special projects, and reporting.
- Direct HSE staff and monitor any oversight.
- Manage Environmental Permitting program and permit amendments.
- Present a professional image at all times to clients and vendors and maintain a positive reputation for the company.
- Follow all relevant company policies and procedures.
- Assists other Departments and other administrative personnel as necessary.
- Perform other tasks as assigned.
- For bio-methanol production
- Receives the daily bio-methane delivery tickets from OCI Fuels and distributes this information to the Operations Manager, Senior Process Engineer, Plant Manager, and the Contracts Manager.
- Coordinates internal audits on the ISCC EU process to verify compliance.
What you bring to OCI
Licenses, Certifications, and/or Registrations
- CSP preferred.
Education, Experience, and/or Training
- High school diploma or equivalent required.
Bachelor’s degree in engineering or safety related field required, or 10 years or more of related experience and/or training can be substituted.
- Minimum seven (7) years' experience working in Safety required.
- Minimum five (5) years’ experience working in the Manufacturing or Industrial industry required.
Knowledge, Skills, and Abilities
- Health, Safety & Environmental – knowledge of the concepts, procedures and regulations affecting.
the effective safety of a facility.
- Regulatory Requirements – understanding the laws and governance.

- Work is performed within an office environment, including office equipment – such as computers, telephones, and copiers.
- Work “in the field” required.
- Requires passing by industrial equipment on way to office.
- Noise levels are typically moderate.
Work Schedule
- Regular 40-hour work week 8:00am-5:00pm CST
- May work longer hours to meet deadlines as necessary.
Travel
- Less than 10% of the time.
